Beijing Municipal Labor & Social Security Bureau (BMLSSB)
    Beijing Municipal Labor & Social Security Bureau (BMLSSB) was established as a functional department to generally manage the labor and social security (LSS) activities of Beijing City since April 5, 1949.
BMLSSB assumes responsibilities for the following governmental functions:
    I. Study and design general programs, basic guidelines, policies, and overall reformation plans for the municipal LSS development; implement and supervise/inspect the implementation of China national LSS laws, regulations, and specifications.
    II. Design long-term and annual LSS plans of the city, in accordance with the municipal national economy and social development plans. Design and mobilize the implementation of policies and actions to readjust and control municipal LSS activities from a macroscopic prospect and supervise/inspect the implementation.
    III. Design local LSS codes and general standards and conduct supervision and inspection thereunder.
    IV. Manage the social labor resource by planning the overall development, utilization, and employment of rural and urban labors in Beijing city. Design and mobilize the implementation of policies to direct the flow of local labors and the employment of labors from other provinces/cities. Plan, establish, and develop the labor market, design management rules for it, and supervise its operation. Plan, direct, and develop the labor exchange industry. Manage the employment of municipal citizens abroad and foreigners in Beijing.
    V. Design policies and basic rules to coordinate labor relations. Promote systematic regulation of labor relations. Instruct employers and employees to establish valid labor relations between each other. Manage and direct settlement of labor disputes and supervision. Direct labor management of various enterprises.
    VI. Conduct macro management on employee wages of the city by defining and conducting the implantation of general programs to reform corporate wage institutions and managerial system. Design policies and measures to readjust and control corporate wages from a macroscopic view and publish reference wages. Monitor and control corporate wages levels. Coordinate the allocation relationships of wages and other labor payment of various persons. Define the minimum allowance for corporate wages. Define the income policies for administrators of state-owned enterprises.
    VII. Manage in general to develop vocational skills of labors. Plan and instruct pre-job, on-job, and job-changing training for labors as well as vocational training for demobilized army men. Authorize and manage technical schools, vocational training organizations, and vocational certifiers.
    VIII. Manage in general the urban social insurance activities and institutions. Define policies for pension, unemployment, medical, occupational injury, and maternity insurances. Manage employee benefits. Collect, transfer, and operate insurance funds. Offer social management and services to all the insurants. Organize and manage labor classification.
    IX. Manage statistical information on LSS. Publish the information and forecasting reports on LSS development on a categorized and regular basis.
    X. Organize and promote LSS research and help to deploy and propagate achievements from such research.
    XI. Direct and coordinate LSS activities of district and county LSS administrations as well as labor departments of municipal bureaus and parent companies. Plan and mobilize the implementation of professional training for LSS cadres.
    For many years BMLSSB has been committed to service labors on their employment and reposition. China national policies are observed here to have labors compensated more and more for their work, in a social security system gradually to perfection. Actions are taken to improve labors' occupational competence, contributing to the Capital of China with continuously increasing productivity, booming economy, and stabilizing society.
