1. Carry out theoretical and educational research on vocational training;
2. Mobilize vocational training organizations of the city to pilot for educational reformation; and promote best educational practices;
3. Develop technical documents on vocational training and compile textbooks for vocational training based on the employment availability of the city, with reference to national standards on vocational skills;
4. Develop standards on operation of training organizations, program configuration, and assessment, with authorization from municipal LSS administrations; mobilize experts to assess the operation and program configuration of vocational training organizations; conduct supervision, annual inspection, and evaluation for vocational training organizations; and conduct recruiting and examination for technical schools;
5. Deliver professional training, qualification, and professional assessment to vocational trainers and management of the city; and sponsor city-wide trainer events;
6. Direct technical schools and other vocational training organizations to conduct moral-educational, military-training, artistic, physical, scientific, and technological events for improved complex competence of students; and conduct city-wide events;
7. Collect, process, monitor, and analyze vocational training information and offer information consultancy to the public; and communicate with foreign peers on vocational training;
8. Make R&D and implementation efforts on vocational training materials and methods for time-varied populations of the city who can hardly find jobs, to help them getting employed;
9. Conduct daily works of BVSDA office (Beijing Vocational Skills Development Association); and
10. Conduct pilot trainings on some vocations and offer trainings on request by other BMLSSB organizations.
