1. Develop technical documents on vocational skills assessment;
2. Direct vocational skills assessment organizations of the city on their operations; mobilize experts to assess competence of such organizations, authorized by municipal LSS administrations; conduct annual assessment to these organizations according to Management regulations on vocational skill assessment; and manage vocational skill assessment staffs;
3. Establish Beijing sub of national test library for vocational skill assessment and develop test libraries for professions other than those included in the national library;
4. Manage assessment examinations for technical professions (vocations) of the city;
5. Certify and manage vocational skill assessment staffs, authorized by municipal LSS administrations; and issue certificates to these staffs;
6. Forecast future requirements for vocational skills assessment and offer information on such assessment;
7. Issue professional certificates, authorized by municipal LSS administrations;
8. Conduct municipal vocational skill competitions, skilled excellence award, and other events;
9. Conduct theoretical study on vocational skill assessment;
10. Participate in international cooperation projects on vocational skill assessment; and
11. Offer assessment services for some vocations.
