Beijing Municipal Employment Service Center
    1. Manage and deliver operational instructions to non-profit and other employment agencies of districts and counties;
    2. Conduct recruitment, review, and issue of Employment Permit for non-Beijing constructors employed as a whole and non-Beijing labors employed by 19 corporations direct under China Central Government and Beijing Municipality, including CSCEC1B and Beijing Construction Engineering Corporation;
    3. Conduct training, evaluation, assessment, and permit verification for all staffs (employment facilitators) of employment agencies of the city;
    4. Evaluate non-profit employment agencies and thereby recommend the use of agency allowances (allowance for free service);
    5. Assist other organizations in building, operating, managing, and maintaining the Beijing labor exchange info system according to BMLSSB general program on info system construction; and recommend the use of construction funds;
    6. Publish supply and demand information on Beijing labor market, as well as investigation, analysis, and forecasting information; and collect, publish, and keep information on non-Beijing labors;
    7. Manage employment instruction and agency of the city; and receive applications from non-profit employment agencies for allowances and provide them with comments;
    8. Issue employment permits for foreigners seeking jobs in Beijing;
    9. Fulfill enrollment formalities for employers recruiting new staffs; approve labor contracts with authorization from LSS administrations; and fulfill registration formalities for employers' engagement;
   10. Offer agency and other services to various job hunters (incl. excellent talents), including application registry, job recommendation, interview, employment instruction and consultancy, occupation-specific psychological tests and pre-job trainings for labors, and registration of employees in social insurance;
   11. Offer management and services regarding personnel files, on request by employers and labors (incl. non-Beijing urban involved in employment in Beijing); act as agent or broker to fulfill various social insurance formalities; and
   12. Offer cross-region employment services, including daily management and operational instruction to infrastructure construction of non-Beijing labor bases, and organization and management of cross-province labor output and input.
