Implement national laws, regulations, and policies on unemployment insurance; design and mobilize the implementation of municipal development programs and implementation plans regarding unemployment insurance; design policies for the unemployment insurance on its coverage, social pooling, and premium rate adjustment; specify how to use the unemployment insurance fund; design institutions to manage unemployed persons; design payment requirements, items, allowances, and procedures; design policies to provide unemployed persons with training, employment instruction, and labor exchange services; promote reemployment of unemployed persons by defining preferential and support policies to encourage employers employing those unemployed and to encourage the unemployed persons to support themselves.
