Implement national laws, regulations, and policies regarding pension insurance; design and mobilize the implementation of municipal development programs and implementation plans of basis pension insurance (BPI); design BPI policies on coverage, social pooling, premium rate adjustment, and individual account management; design BPI insurant requirements, repayment items and allowances, and pension calculation and distribution; design BPI normal readjustment plans and minimum allowances; design repayment policies and allowances to pay to families of non-occupational deaths and to disability insurants other than those in line of duty; design home-leave and benefit institutions for corporate employees; design and mobilize the implementation of policies to classify work abilities as well as management rules of labor certifier organizations; certify the competence of labor certifier organizations; design BPI programs, BPI policies, CPI (Complementary Pension Insurance) rules, and basic CPI policies for employees of enterprises, state organizations, and institutions; design development programs for social management service industry of pension insurance; and design retirement policies and relevant repayment policies to corporate retirees and veteran cadre retirees (incl. BPI repayment).
