Receive and handle LSS complaints from the public, either by mail or walking in; propose suggestions to consummate LSS policies and regulations; investigate any special inconveniences indicated by the public and propose solutions thereby; act as coordinator to settle any problems that may remain in reposition of educated youths; give passes to Beijing educated youths and/or their children to resume or settle their residence registration in Beijing; give passes to all or partial workers of an organization to settle their residence registration in Beijing; give passes to workers who have their job translocated from one province/city to another; give passes to special professionals, on request by certain institutions or companies, and military spouses to settle their residence registration in Beijing; and direct LSS departments of districts and counties to transfer jobs of employees.
