Design and mobilize the implementation of general programs and policies of occupational training; design policies for occupational certification; design procedures to implement vocational training systems; design programs and policies for employment training, job-changing training of corporate employees and surplus labors, vocational training of demobilized army men, and technical training of social unemployed persons; design development programs and management rules for technical schools, employment training centers, and non-governmental vocational training organizations; recommend use of training funds; direct trainer preparation of technical schools and vocational training organizations, and design programs to compile textbooks for technical schools and vocational training organizations and design institutions to evaluate such textbooks; and certify competence of technical schools and vocational training organizations.
